The division is run by UFF. It is split in an Eastern and Western zone, each featuring 12 teams.
2부리그
The season comprises two phases. In the first phase teams play against each other in regional competitions to win promotion to the second phase. In the second phase teams are split into two regional groups, "East" and "West", and compete for promotion to a higher level. Four teams are promoted to the Uzbekistan First League.
